New glossary for small construction works

The decree of March 2, 2018 defines the works that do not require particular authorizations.

The Ministry of Infrastructures Decree, in agreement with the Ministry of Simplification, identifies the categories of intervention and a non-exhaustive list of the 58 main works that can be carried out in free building, attaching an easy-to-use table for citizens, businesses and public administrations..

To give some examples, in the " ordinary maintenance " there are interventions such as repair, renovation and replacement of building finishes, such as floorings, plasters, coatings, doors and windows, railings or those necessary works to keep technological systems efficient.

Under the heading " elimination of architectural barriers " no permits are required for installations and maintenance of internal lifts and freight elevators that do not affect the load-bearing structure, ramps, sanitary fixtures, sanitary facilities and hydro-sanitary facilities.

As for the " play areas and furnishing elements of the areas of relevance ", non-profit works related to masonry barbecues, fountains, walls, flower boxes, benches, gazebos are in free building. of limited size and not permanently fixed to the ground, games for children, pergolas of limited size and not permanently attached to the ground, shelters for pets, closets for tools and accessory items of limited size and not stably attached to the ground, bicycles, curtains, light furniture covers.

The glossary also specifies for the " temporary temporary works " of larger dimensions, such as a gazebo or stand, that the installation must be made after commencing work, while maintenance and removal are in free building.

The legal regime will be homogeneous throughout the national territory , without prejudice to compliance with the provisions of municipal planning instruments and all sector regulations on building activities and, in particular, with anti-seismic and safety regulations, fire-fighting, sanitation, those related to energy efficiency, protection from hydrogeological risk, provisions contained in the code of cultural heritage and landscape.

The completion of the single glossary, in relation to the building works achievable through Cila, Scia, permission to build and Scia as an alternative to the building permit, is entrusted to subsequent decrees to be adopted with the same procedures.
